Accountant II

• This position independently performs complex financial accounting duties.
• The position is responsible for the audit and correction of WIC local agency monthly expenditure reports; auditing, coding, keying, and vouchering a variety of infant formula invoices and contractual services invoices; and maintenance of a variety of Excel spreadsheets for these tasks.
• This position is 100% supported by the federal Special Supplemental Nutrition Program for Women, Infants, and Children (WIC) grant, and the incumbent is responsible for the following tasks:

• Audits monthly expenditure reports submitted by WIC local agencies utilizing accounting system reports to verify the accuracy of salary and fringe benefit data reported.
• Initiates corrective action as necessary and communicates with county health department staff and contractors to resolve discrepancies.
• Utilizes system resources including hard copy FLAIR reports, the Report Distribution System (RDS), and the Financial Information System (FIS) to assist local agencies in the preparation and correction of their reports.

• Receives, audits, codes, and vouchers invoices, and serves as backup to mails warrants for a wide variety of situations, including payment to manufacturers for the purchase of infant formula distributed directly to clients.

• Monitors voucher audit function in FLAIR to track status of each voucher submitted to the Department of Financial Services (DFS) and communicates with voucher audit staff whenever there is a problem.

• Monitors account status in the accounting system.

• Provide Affidavit for Duplicate Warrant preparation and submission assistance to vendors.

• Assists as backup in the daily notification to the Cash Section of Revenue Management of the daily cash needs of the program.

• Works closely with other program staff in reviewing local agency expenditure data, including analyzing obligations and expenditures for allowability, reasonableness, and appropriateness; and reviews allocation methodologies for spread of local agency costs among programs.

• Performs data analysis of local agency costs among local agencies and over periods of time, identifying trends and inconsistencies in reported expenditure data.

• Assists in preparation of tracking spreadsheets for additional grants and activities, including but not limited to the WIC Breastfeeding Peer Counseling Program, various WIC Infrastructure grants, the Dietetic Internship Program, and the WIC Farmer’s Market Nutrition Program.

• Assists local agency staff with reporting activities; and Revenue Management staff with data collection, reconciliation, and federal reporting requirements, as necessary, for these grants and activities.

• Provides technical assistance, training, and guidance to local WIC agencies and other departmental staff through staff training, and correspondence or via the telephone. Serves on work teams to solve operational and programmatic issues.

• Maintains and improves professional knowledge and skills through participation in staff meetings and through other staff development activities.

• Performs other related duties and responsibilities as required.
